Castro Succession Plan Official

By Bill O'Neil

San Antonio's City Council officially has a road map to follow in replacing Mayor Julian Castro, following what is expected to be a seal of approval from the U.S. Senate for his nominatiuon to be the next Secretary of Housing and Urban Development.

The Mayor's resignation or confirmation will eventually lead to a three day period in which Council members--the only ones eligible to fill the vacancy--will be allowed to officially express interest in being interim Mayor.

"The person to be selected Mayor for the unexpired term must recieve a majority of those who are here now--that is six votes" said City Attorney Robert Greenblum in describing the process to Council. The Mayor will not have a vote on hsi replacement.

The person selected to be interim Mayor will then vacate thier Council seat--which will also be filled by Council, which will interview outside canddiates.

The process continues to raise concerns for a number of Council members--including Mike Gallagher--who remains frustrated with what will be a very narrow field of potential candidates.

"There are a lot of qualified individuals out there--I think the best example would be former Council members" Gallagher said.
