Impact of Guard to Border?

It's touched a nerve--but a leading expert on Mexico said the deployment of National Guard troops to the border likely will have little impact on Mexico's relationship with Texas and the United States. 

"For Mexico, the sensibilities are still very, very high--and I don't think Texas leaders understand that" said Tony Payan, the Director of the Mexico Center at Rice University's Baker Institute, who told 550 KTSA News the deployment has generated nearly the same kind of response on this side of the border as compared to the south. 

Still, Payan said Mexican officials understand the need for the United States to keep the border secure. 

"But, I think the National Guard is seen as an aggressive move by the United States because it takes the whole problem of immigration--something they (Mexico) see as a bi-national issue--a notch higher" Payan said, which he believes has left Mexican officials with little alternative but to complain about the deployment.
