The National Civic League recognizes the city for what it says is an ambitious plan to increase the number of children who can read at grade level by the third grade.
Mayor Julian Castro cited the award as evidence of how hard effort in approving education
pays off. Castro is pushing for the City Council to pass his Brainpower Initiative,
which adds an eigth-of-a-cent sales tax to fund full-day kindergarten for about four thousand four year olds.
