The state of Texas is going to install a system that will attempt to block cell phone calls from smuggled phones at state prisons.  It's in response to a scandal two years ago when a death row inmate called a State Senator.  The system can't legally jam cell phone calls around prisons, but it can screen outgoing calls.
Calls being made to pre-approved numbers will be allowed to go through, but other calls will simply be blocked.
