A Northeast Side councilman agrees that the San Antonio Water System needs a rate increase, but not the proposed 8.4 percent hike.

"I want everybody to understand that we are going to have a rate increase and we do not have a choice, but to go fix our sewer system," said Councilman Carlton Soules.

He told 550 KTSA News that his plan calls for a 6.5 percent hike. Soules says that would be enough for SAWS to clean the sewer pipes and take care of other needs, if the water utility holds the line on salaries and benefits.

"I will not support any increases to salaries, benefits and overhead costs at this bloated organization," said Soules
.
He noted that these are tough economic times, with many area residents trying to decide whether to buy groceries or medicine.
 
"It's real important that SAWS do what it can to cut costs before it comes to the citizens of San Antonio," Soules said.
  
The city council is scheduled to vote on the proposed 8.4 percent SAWS rate increase Thursday and Soules will recommend the lower increase of 6.5 percent by removing the $5 million slated for salaries and benefits.
