Should money earmarked for the State's Rainy Day Fund be diverted to road maintenance?
San Antonio's City Council could weigh in on a resolution Thursday supporting such a ballot initiative in November--but critics call the plan a one-time fix.
"There's probably always going to be more money called for road construction and maintenance--it's kind of like education, whatever you put in this time, you're going to need more next time" said Talmadge Heflin with the Texas Public Policy Foundation.
Others however see such a move as vital to the State's future.
"Roads would be a priority for us in terms of seeing that money that would have gone in to the reserve fund be used for roads" said Bill Hammond with the Texas Association for Business.
