The “Lars Larson Show: Criminal Alien of the Week Report” in the third full week of November 2024 has for northwest regional and national radio listeners and webpage followers a report on a federal law enforcement identified foreign national who has been convicted and sentenced to federal prison for drug trafficking crimes in a U.S. District Court in the state of Washington.

Some background information, on Friday, April 7, 2023 the U.S. Attorney’s Office for the Western District of Washington (USAOWDW) issued a news release titled “Leader of multi-state drug trafficking group sentenced to 9 years in prison for distribution of fentanyl, meth, and heroin” who the subject of interest was identified as Jose Luis Ibarra-Valle (U.S. District Court for the Western District of Washington Case Number: 2:20-CR-00197-RJA):

Here are extended excerpts from USAOWDW’s April 7, 2023 news release on Jose Luis Ibarra-Valle:

Defendant found with 10,000 fentanyl pills, 20 pounds of meth, and more than a kilo of heroin

Seattle – A 39-year-old Woodinville, Washington, resident was sentenced today in U.S. District Court in Seattle to 108 months in prison, for his role as the leader of a conspiracy to distribute narcotics including fentanyl, meth, and heroin, announced U.S. Attorney Nick Brown. Jose Luis Ibarra-Valle has been in custody since his arrest in December 2020. At his sentencing hearing, U.S. District Judge Richard A. Jones said, “You introduced large quantities of heroin and fentanyl into this community…drugs that are highly addictive and dangerous.” . . .

“During the investigation, Mr. Ibarra-Valle was heard on the wire-tap talking about getting a firearm so he could go after drug customers who owed him money,” said U.S. Attorney Brown. “And when Mr. Ibarra-Valle learned someone had died from his fentanyl laced pills, he wasn’t worried about selling deadly pills, instead he only complained that the death would cause increased law enforcement scrutiny.”

The investigation began in March 2020 and involved telephone wiretaps beginning in July 2020. The investigation revealed Ibarra-Valle was bringing drugs up from California to Oregon and Western Washington. Over the course of the investigation, law enforcement seized 16,000 fentanyl pills, 30 pounds of methamphetamine, and six pounds of heroin. Ibarra-Valle was stopped by law enforcement in October 2022 with 10,000 fentanyl pills, 20 pounds of methamphetamine, and more than a kilo of heroin.” . . .

“In asking for a ten-year sentence prosecutors noted the huge increase in overdose deaths. According to a national report, “between June 2020 and May 2021 more than 100,000 Americans died from drug overdose – more than twice the number of U.S. traffic fatalities or gun violence deaths during that period. Some two-thirds of these deaths – about 170 fatalities each day, primarily among those ages 18 to 45 – involved synthetic opioids.” Commission on Combatting Synthetic Opioid Trafficking – Final Report, Executive Summary, page ix, dated February 2022.

This case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. The investigation was led by the Drug Enforcement Administration in partnership with the Federal Bureau of Investigation, Homeland Security Investigations, Whatcom Gang and Drug Task Force, Washington State Patrol, Snohomish Regional Drug Task Force, United States Border PatrolCustoms and Border Protection, Skagit County Interlocal Drug Enforcement Unit, the Whatcom County Sheriff’s Office, the Lake Stevens Police Department and Tulalip Police Department.” – U.S. Attorney’s Office for the Western District of Washington.

During the “Criminal Alien of the Week Report” investigation into immigration status of Jose Luis Ibarra-Valle  historical information was found on the United States District Court for the Western District of Washington (USAOWDW) website in the form of a Wednesday, December 2, 2020 news release titled “Eight Drug traffickers indicted for distributing heroin, methamphetamine, and fentanyl throughout the Puget Sound region.”

“Group trafficked drugs from California to Oregon and north to Snohomish County

Seattle – Eight people are indicted today in a wide-ranging drug investigation that resulted in the seizure of significant quantities of suspected fentanyl, heroin, and methamphetamine, announced U.S. Attorney Brian T. Moran. JOSE LUIS IBARRA-VALLE, 37, a citizen of Mexico who was living in Woodinville, Washington, was stopped by law enforcement on October 25, 2020, in Seattle. In his car authorities found approximately 10,000 pills believed to contain fentanyl, more than 20 pounds of suspected methamphetamine, and more than a kilogram of suspected heroin. All those arrested today appeared in U.S. District Court in Seattle today.” . . .

“Over the course of the investigation law enforcement seized 16,000 suspected fentanyl pills, 30 pounds of suspected methamphetamine, and six pounds of suspected heroin.” . . .

“The investigation was led by the Drug Enforcement Administration in partnership with the Federal Bureau of Investigation, Homeland Security Investigations, Whatcom Gang and Drug Task Force, Washington State Patrol, Snohomish Regional Drug Task Force, United States Border PatrolCustoms and Border Protection, Skagit County Interlocal Drug Enforcement Unit, the Whatcom County Sheriff’s Office, the Lake Stevens Police Department and Tulalip Police Department. In addition to the agencies listed above, the following law enforcement agencies assisted with arrests and search warrants executed today: Everett ACT, North Sound SWAT, FBI SWAT and DEA Portland. The investigation was supported by the Northwest High Intensity Drug Trafficking Area (HIDTA).” – U.S. Attorney’s Office for the Western District of Washington.

Seeking detailed information on the historical immigration status of foreign national Jose Luis Ibarra-Valle the “Criminal Alien of the Week Report” contacted via e-mail on Wednesday, October 30, 2024 U.S. Immigration and Customs Enforcement (ICE) Public Affairs for the Northwest Region which encompasses the states of Alaska, Oregon and Washington, furthermore, ICE Public Affairs in Washington, D.C. with the following questions:

Is Jose Luis Ibarra-Valle currently illegally present in the United States?

How many times if any has Jose Luis Ibarra-Valle been previously removed from the country by ICE Enforcement and Removal Operations or U.S. Customs and Border Protection (CBP)?

Can ICE Public Affairs’ confirm if Jose Luis Ibarra-Valle’s country of origin is actually Mexico?

Seeking out other sources of possible information on Jose Luis Ibarra-Valle immigration status on October 31, 2024 the “Criminal Alien of the Week Report contacted via e-mail the U.S. Attorney’s Office for the Western District of Washington (USAOWDW) Communications Director with the following question:

Is Jesus Jose Luis Ibarra-Valle a citizen of Mexico who is unlawfully present in the United States of America?

Just hours later, on the same day, the USAOWDW Communications Director responded via e-mail with the following statement:

“He is a citizen of Mexico – whether he had legal status in the USA is information I do not have.” – U.S. Attorney’s Office for the Western District of Washington.

Once again seeking detailed information on the historical immigration status of foreign national Jose Luis Ibarra-Valle the “Criminal Alien of the Week Report” contacted via e-mail on Thursday, November 7, 2024 U.S. Immigration and Customs Enforcement (ICE) Public Affairs for the Northwest Region and ICE Public Affairs in Washington, D.C.

As of Monday, November 18, 2024 neither ICE Public Affairs for the Northwest Region or ICE Public Affairs in Washington, D.C. has responded to the “Criminal Alien of the Week Report” request for a statement on the historical immigration status of Jesus Jose Luis Ibarra-Valle.

On Monday, November 11, 2024 Jose Luis Ibarra-Valle (BOP Register Number: 20034-509), age 40, was incarcerated by the U.S. Federal Bureau of Prisons (BOP) at Terminal Island FCI  located in San Pedro, California.

Jose Luis Ibarra-Valle is one of more than 23-thousand criminal aliens incarcerated in the U.S. Federal Bureau of Prisons (BOP) prison system.
