SAN ANTONIO (KTSA News) — It’s her first full day on the job, and the precinct 2 constable is making some personnel changes.

Leticia Vasquez was sworn in as the new Precinct 2 constable Wednesday afternoon and today, she placed Captain Marc Garcia on administrative leave for 30 days, pending the outcome of an investigation by the FBI and Texas Rangers. He also was demoted to deputy.

She also replaced Deputy Chief Anthony Castillo with  Leo Horton, who has 40 years of law enforcement experience.

Vasquez was appointed by Bexar County Commissioners to replace Michelle Barrientes Vela after she announced she was running for sheriff. Vela was forced to step down because of the resign-to-run law.

Vela,who’s under investigation by the FBI and Texas Rangers, is the target of three lawsuits. She has reiterated her plans to run for Bexar County Sheriff.
